This is the user who will create/update any tracker issues. This user should be a member of the project specified below and should have editing rights on the tracker below. If the user is not a project member, then the project will not be found. If the user does not have viewing on the tracker, then the tracker will not be found. If the user does not have editing rights on the tracker, then the update/creates will fail.
